<P>PROBLEM TO BE SOLVED: To provide a shaft turning device or an air-conditioner allowing anyone to easily assemble and having lower cost without the need for special components. <P>SOLUTION: The shaft turning device or the air-conditioner comprises a frame body 34 having a pair of bearing holes 37 in right and left side portions 36, and a rotating member 39 having a pair of rotating shafts 40 at the end of approximately U-shaped cross section. The rotating shafts 40 are fitted into the bearing holes 37, respectively, so that the rotating member 39 is turned with the bearing holes 37 as supporting points. A circular rib 38 having a predetermined radius around the bearing hole 37 is provided on the side portion 36.
