<p><P>PROBLEM TO BE SOLVED: To realize a home agent capable of improving performance of the entire of a mobile communication system, and the mobile communication system. <P>SOLUTION: Improvement has been added to the home agent for receiving a communication packet transmitted to the home address of a mobile terminal as a transmission destination and transferring the communication packet to the mobile terminal connected to a foreign network.
