PROBLEM TO BE SOLVED: To provide a developer regulating member which forms a more uniform and stable developer layer on a developer carrier and makes it possible to stably form a high-quality image, a developing device, a cartridge, and an image forming apparatus. SOLUTION: The developer regulating member 45 which comes into contact with the developer carrier 43 which carries and transports a developer to regulate the amount of the developer on the developer carrier 43 has a contact portion P which comes into contact with the developer carrier 43 and a developer taking-in portion Q which is one end of the developer regulating member 45 located on the more upstream side of a surface moving direction of the developer carrier 43 than the contact portion P and which is not brought into contact with the surface of the developer carrier 43, wherein a level difference is made between the contact portion P and the developer taking-in portion Q.
