PROBLEM TO BE SOLVED: To enable a millimeter wave imaging system to see through information inside a target by making signal coherence, polarization information, or moving body detection optional with both a form for sensing a reflection signal and a sufficient space resolution without direct contact with a target. SOLUTION: An oscillation frequency f1 of an oscillator OSC1 is in a millimeter band, and an oscillation frequency f2 of an oscillator OSC2 is, for example, at a low-frequency band of approximately kHz. An electromagnetic wave modulation switch SW1 modulates the strength of the millimeter band signal at the frequency f1 by a low-frequency signal of f2. The output is radiated to a space by an antenna ANT1. The radiated electromagnetic waves have satisfactory linear polarization, and are emitted to a target T. The electromagnetic waves transmitting through the target T pass through an image focusing system LN and reaches a polarizer PL. The electromagnetic waves transmitting through the polarizer PL reach an antenna ANT2 and are detected by a detector D1, and the electromagnetic waves reflected by the polarizer reach an antenna ANT3 and are detected by a detector D2.
