PROBLEM TO BE SOLVED: To prevent a problem of noise generation accompanying rotation of a pulley device under use by preventing deterioration of circularity of an outer circumference surface of a bearing press-fitted in a bottomed cylinder part formed with a plating layer of a pulley. SOLUTION: In the pulley or the pulley device manufactured through a plating process for forming the plating layer 4 on an inner circumference surface of the bottomed cylinder part, a gas release space 51 (a recess 5) releasing gas generated in the plating process to extend the plating layer 4 to a bottom surface 2 side of the bottomed cylinder part 2 is formed on an internal corner part 21 of the bottomed cylinder part 2.
