The assembly has a tower (200) with walls forming its perimeter and summit, and an ascensional balloon (100) placed captive in the tower, where height of the tower ranges between 30 and 80 meters. The balloon has seats (300) to carry passengers and an envelope filled with helium or hot air. The seats are distributed in a circular manner around a retractor cable (50) whose end is fixed to the balloon. Reinforcement (110) is arranged near equator of the balloon. Diameter of the balloon ranging between 8 to 18 meters is equal to inner diameter of the tower. An independent claim is also included for a method for raising a balloon captive in a tower.
