The device has oscillating masses (MO1, MO2) fixed to the free ends of elastic fixed and movable plate springs (L1, L2) spaced at their central parts. The central part of the elastic spring (L1) is integrated to a base. An electric motor (MPP) is coupled in rotation with a screw (VS) traversing a movable nut (ECM) fixed to the central part of the spring (L2), such that a rotation of the motor modifies the spacing between the springs.
