Cellular polyurethanes are obtained by reacting a polyether, a polyisocyanate or polyisothiocyanate and water in the presence of a catalyst composition consisting of an organic tin compound containing at least one direct carbon to tin bond and a tertiary amine different from the polyether, and a surfactant of the general formula <FORM:0914579/IV(a)/1> wherein R1, R and R11 are monovalent hydrocarbon radicals; p, q and r are integers of at least 1; n is 2, 3 or 4; and z is an integer of at least 5. Lists of suitable components are given, and the polyethers include propylene oxide adducts of, amongst others, amines such as ethylene diamine. The tin compounds may also contain oxygen, sulphur, nitrogen or phosphorus atoms.
