The proposed source of seismic elastic vibrations contains a voltage converter, a capacitor bank, a tank filled with water, a loading plate, a vibration-transmitting plate, and discharge electrodes. The electrodes are installed in the tank with water. In the tank, two metal disks are installed. The upper disk is coupled with the loading plate, and the lower disk is coupled with a cylindrical hammer, which is arranged at a distance from the vibration-transmitting plate. The vibration-transmitting plate is installed, with a possibility to be displaced, at the supports of the loading plate.
