<P>PROBLEM TO BE SOLVED: To reduce costs to be spent on the measurement of the electric field strength of the communication of a mobile object, and to enable a user to automatically collect location information and electric field strength information at its place without considering the trigger of measurement. <P>SOLUTION: The communication terminal 121 of the mobile object stores location information and electric field strength information measured by a GPS module part 212 and an electric field strength measuring part 214 in a memory part 215 when the measurement of location is instructed by the operation of a button part 217. Then, the location information and electric field strength information stored in the memory part 215 are transmitted to a base station 111 in a predetermined timing.
