PROBLEM TO BE SOLVED: To provide a steering controller capable of preventing an unintentional steering wheel turn of steering control wheels for a driver upon shifting from steer-by-wire control to steering assist control. SOLUTION: This steering controller can mechanically disconnect and connect a steering wheel 6 and a steering section having a reaction motor 5. The controller performs "SBW control" by disconnecting a backup clutch 9 along with turning torque control and turning reaction control, and "EPS control" by connecting the backup clutch 9 with at least either one of the reaction motor 5 or a turning motor 14 as an assistant. Then, when predefined conditions are satisfied during the "SBW control" state, this steering controller shifts to the "EPS control" state. During the shift performance of the controller from the "SBW control" to the "EPS control" and also during the time from reception of a connection demand till completion of the connection , this controller is structured so as to take, as a correction value, a corresponding amount of the increased turning torque applied to two steering control wheels 16 after completing the connection, and take the turning torque under the "SBW control" state as means for decrease correction.
