PROBLEM TO BE SOLVED: To increase the flip-up angle of a movable part by preventing interference of a column cover with an instrument panel at the time of a flip-up without increasing cost and weight. SOLUTION: This system is provided with a telescopic mechanism 6 capable of drawing or pushing back the movable part by being divided and formed in a fixed part and the movable part. The system has a flip-up mechanism 8 for allowing flip-up of the movable part 5, a regulation control part 303 for forming a stopping time drawing region by the telescopic mechanism 6 operable at only the time of a stopping state of a vehicle, and a flip-up regulating mechanism 13 for regulating flip-up of the movable part 5 by the flip-up mechanism 8 except when the movable part 5 is drawn up to a prescribed length within a drawing region by the telescopic mechanism 6.
