<P>PROBLEM TO BE SOLVED: To provide a digital information managing apparatus for controlling access to digital information. <P>SOLUTION: The digital information management apparatus is provided with a decoding means for decoding encrypted digital information, by using a decoding cryptographic key obtained from a management center; and an encrypting means for re-encrypting the digital information decoded by the decoding means, by using a encrypting cryptographic key obtained from the management center.
