<P>PROBLEM TO BE SOLVED: To provide a video transcoding system, a video acquisition device, a transcoder device, and a video transcoding method for performing transcoding corresponding to the scene of video contents without imposing any processing load in distributing the video contents. <P>SOLUTION: A video acquisition device 10 acquires video contents and the operation signal of a camera, and generates meta data in which a policy in transcoding the predetermined scene of the video contents is described. A video database device 20 generates meta data by analyzing the characteristics of the video contents stored in a video database 21. A video information distribution server device 30 distributes the meta data and video contents acquired by the video acquisition device 10 or the video database device 20.
