PROBLEM TO BE SOLVED: To provide a data processor and a data processing system which can view and listen data, such as a program, etc. under videotape recording at a house or already video tape recording from the outside of the house without storing in a file format. SOLUTION: When there is a request of viewing and listening of a videotape recording program to an HDD recorder 1 put on the house from a terminal apparatus 4, from the first, the program stored by a high bit rate is re-encoded, and sent out. As a result, even if the terminal apparatus 4 is a mobile terminal like a portable telephone, the viewing and listening becomes possible on a display. Moreover, even if the HDD recorder 1 is recording on a videotape, viewing and listening is also possible by performing the re-encoding of the already recorded part and sending out it. Further, even if it is among chasing reproduction to which it views and listens while the program under someone's video tape recording is being reproduced at house, since re-encoding is carried out from a head and it can send out to the portable telephone, the viewing and listening from the portable telephone is possible.
