PROBLEM TO BE SOLVED: To provide a particle movement type display element and a particle movement type display device that attain a stable half-tone display for a long period of time. SOLUTION: On the side of one of a 1st substrate 3 and a 2nd substrate 4, a magnetic member 10 is provided which restricts movement of colored charged magnetic particles 2 from the other substrate side between the 1st substrate 3 and 2nd substrate 4 with a magnetic force, and the magnetic member 10 is so constituted as to generate the magnetic field which differs in steps along an electrode of the former substrate side, so that colored charged magnetic particles 2 applied with an electromagnetic force larger than a magnetic force operating between colored charged magnetic particles 2 among colored charged magnetic particles 2 gathered from the former substrate side and applied with an electrostatic force by an electric field produced between the 1st electrode 5 and 2nd electrode 6 are moved to the latter substrate side.
