PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having low fog, high sensitivity and excellent image preservability, and an image forming method. SOLUTION: The heat developable photosensitive material has, on at least one surface of a support, an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent for silver ions and a binder, wherein the heat developable photosensitive material contains a compound represented by formula (I) as a reducing agent and also contains a compound represented by formula (AC-1). The image forming method is also provided. In the formula (I), R<SB>1</SB>-R<SB>4</SB>each independently represent H or a substituent; R<SB>5</SB>and R<SB>6</SB>each independently represent alkyl, aryl or sulfonyl; R<SB>7</SB>represents R<SB>11</SB>-O-CO-, R<SB>12</SB>-CO-CO-, R<SB>13</SB>-NH-CO-, R<SB>14</SB>-SO<SB>2</SB>- or (M)1/nOSO<SB>2</SB>- or the like, R<SB>11</SB>-R<SB>14</SB>each represent alkyl, aryl or a heterocyclic group, and M represents an n-valent cation.
