PROBLEM TO BE SOLVED: To perform the control of reduction corresponding to conditions such as water quality, a flowing water rate, a time elapsed after the interruption or completion of the reduction. SOLUTION: A reducing time setting subroutine comprises a step S201 for reading the set value of a rotary switch to determine a fundamental reducing time and a reverse voltage applying pattern referring to a rotary switch table, a step S202 for calculating a reducing time correction value on the basis of the flowing water rate sensed by a flow rate sensor and the time elapsed after the interruption or completion of the reduction referring to a two-dimensional reducing time correction table, a step S203 for calculating a reducing time as the product of the fundamental reducing time and the reducing time correction value, and a step S204 for setting the reducing time to a reducing time counter.
