PROBLEM TO BE SOLVED: To eliminate such troubles that farmers producing crops are required time and labor in reseeding due to ungerminated seeds and thinning after thick seeding, since root decay and root rot in a period from germination to seedling. SOLUTION: A seed-protecting capsule employs two kinds of materials as follows. The capsule-forming material uses viscous liquid mainly from sea algae or viscous substance made by processing the sea algae. The capsule contains pelletized calcined calcium or ash for the purpose of pH adjustment and mixed with a liquid fertilizer material obtained by grinding decayed trees or fallen leaves followed by roasting, or a roasted sawdust, wherein the contents is made porous by mixing miscellaneous grain powder and curd-bean refuse or rice bran so as to result in a cellular form as a whole.
