<p><P>PROBLEM TO BE SOLVED: To provide an environment cleaning pavement which can eliminate and decontaminate contaminant such as nitrogen oxides and particulate matter, and to provide a method of placing the pavement. <P>SOLUTION: The environment cleaning pavement is formed of permeating cement milk obtained by kneading cement 1, fine aggregate 9, and water 2, a particulate carbide prepared by crushing carbonaceous material which is obtained by carbonizing woody biomass 3, and a semi-flexible paving asphalt mixture of an open-grain size having a large voidage. According to the method, a slurry type mixture obtained by mixing the permeating cement milk and the carbide with each other is injected and filled in voids in the semi-flexible paving asphalt mixture. When the slurry type mixture permeating in the voids in the semi-flexible paving asphalt mixture is cured and hardened, a semi-flexible pavement is obtained.
