MOVING PICTURE PROCESSING APPARATUS, METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To provide a moving picture processing apparatus capable of reducing the code amount of a motion vector without losing information on a substantial motion.

SOLUTION: The moving picture processing apparatus includes an evaluation circuit 1a that sequentially evaluates whether or not end points of motion vectors continuously detected from a present image and a reference image temporally different from the present image are present within a discrimination area around the end point of a reference vector; and a unifying circuit 2a for re-setting the motion vector evaluated not to be within the discrimination area as the reference vector and unifying the motion vectors evaluated continuously to be within the discrimination area into one motion vector.
