PROBLEM TO BE SOLVED: To provide a distribution server for avoiding load concentration on a radio network which is used for a portable terminal when data is distributed to the portable terminal. SOLUTION: A positional information acquisition means 12 acquires the positional information of portable terminals on the basis of the information of the portable terminals managed by a distribution target management means 11. A position group classification means 13 classifies the portable terminals into position groups on the basis of distribution target information with positional information which is prepared by the positional information acquisition means 12. A distribution group formation means 15 forms a distribution group from the information of position groups classified by the position group classification means 13 and station distribution performance data managed by a station capacity management means 14. A distribution schedule management means 16 manages data so that the data are distributed at a preset distribution interval for each distribution group on the basis of the information of the distribution group formed by the distribution group formation means 15 in a preset time zone.
