PROBLEM TO BE SOLVED: To provide an accounting system which is capable of charging call terminals and destination terminals equally and independently of the number of relay terminals. SOLUTION: When communication paths configured in an ad hoc network are equipped with a calling terminal 101, relay terminals 102 and 103, and a destination terminal 104; the relay terminals 102 and 103 record packet relay information in a storage unit when they subject the received packets to relay processing. Thereafter, the relay terminals 102 and 103 make communications with a network control system, and receive a refund of a communication fee on the basis of the recorded information as to packet relay processing.
