A needle roller bearing producing apparatus and a needle roller bearing producing method, where time needed for roller fitting can be significantly reduced to improve work efficiency. In the needle roller bearing producing apparatus, when a circular plate member (37) is rotated by rotation drive by a motor, rollers (11) held in grooves (37a) are fitted in fitting holes (12a) of a retainer (12), and by which a needle roller bearing is assembled. This eliminates the conventional need for reciprocating a pressing section to fit the rollers (11) in position. As a result, time needed for roller (11) fitting can be significantly reduce to improve work efficiency.
