Power of an LSI is saved by supplying the LSI with an optimum operating voltage in accordance with an operating frequency. An operating voltage controller is provided with at least the LSI (1); a clock signal supplying section (2) for supplying the LSI (1) with a clock signal from an external oscillator; a frequency monitoring section (3) for obtaining the clock signal from the clock signal supplying section (2) and generating an operating voltage reference value in accordance with a frequency; and an operating voltage control section (4) for generating an operating voltage in accordance with the operating voltage reference value from power supplied from an external power supply and for supplying the LSI (1) and the internal circuit (5) with the operating voltage.
