PROBLEM TO BE SOLVED: To provide traffic engineering technology capable of immediately coping with traffic variations that are shorter than a polling interval and optimizing a path setting form.

SOLUTION: A network control server 9 collects and stores traffic values by each transfer path information transferred periodically from edge frame transfer apparatuses 1 to 4 and core frame transfer apparatuses 5, 6, estimates the new traffic value of each link on the basis of a traffic value and transfer path information included in trap information informed by the edge frame transfer apparatuses 1 to 4 and the core frame transfer apparatuses 5, 6 and each traffic value stored in its own network control server, and changes the transfer path by rewriting frame transfer tables of the edge frame transfer apparatuses 1 to 4 and the core frame transfer apparatuses 5, 6 on the basis of the result of the estimation.
