PROBLEM TO BE SOLVED: To provide an image compression system that can compress image data mixedly containing text, photographs, figures, and the like with high compressibility and without damaging the features of an original image, and causes a small load to a reception terminal whose processing capability is low. SOLUTION: A rectangular block extraction section 12 divides image data for extracting as a plurality of rectangular blocks. A compression mode determination section 13 determines the number of colors for indicating the number of colors contained in each rectangular block and an edge rate for indicating the rate of an edge image. The rectangular blocks are sorted into A type rectangular blocks, where the color number is 1, B type rectangular blocks, where the color number is less than a threshold th1, C type rectangular blocks, where the color number is a threshold th1 or higher and the edge rate is less than the threshold th2, and D type rectangular blocks, where the color number is the threshold th1 or higher and the edge rate is the threshold th2 or higher.
