<p><P>PROBLEM TO BE SOLVED: To provide a code converting apparatus capable of converting a code in small-scaled and simple configuration. <P>SOLUTION: A data input unit 16 inputs data. A compatible information reference unit 20 refers to compatible information including additional information before and after code conversion and sends the information to an encoding unit 31 as compatible information data 120.
