PROBLEM TO BE SOLVED: To provide a profile issuing device capable of reducing a load of profile forming work placed on a network manager. SOLUTION: The profile issuing device (100) comprises a profile part database (110) storing profile parts that are connection information connected to a network; a profile part pass generation means (140) generating profile part passes by setting to a profile part retrieved from the profile part database (110) an order designated at that time; a profile part pass database (120) storing the generated profile part passes; a retrieval means (150) retrieving designated profile part passes from the profile part pass database (120); and an issuing means (160) issuing a profile by combining the retrieved profile part passes.
