PROBLEM TO BE SOLVED: To provide transparent and insulative low melting point glass which is hardly yellowed by reaction with a silver electrode, is suitable for forming a dielectric layer, and has high visible light transmissivity. SOLUTION: The transparent and insulative low melting point glass contains, in percent by weight, 2-15 SiO<SB>2</SB>, 20-35 B<SB>2</SB>O<SB>3</SB>, 1-7 Al<SB>2</SB>O<SB>3</SB>, 35-60 PbO, 10-25 BaO, and 0-3 at least one kind of alkaline earth selected from CaO, MgO and SrO and further as an essential component 0.1-0.5 CoO and 0.01-2 CeO<SB>2</SB>, provided that CoO+CeO<SB>2</SB>is 0.1-2 and CoO/CeO<SB>2</SB>is 0.1-5, and it is characterized in that these components are pulverized in a dry pulverization process. Further the low melting glass is characterized in that the weight loss from 120°C to 500°C after the dry pulverization process is 0.25-1.2 wt%, in that the whole light transmittance in 25μm thickness is≥80%, and in that the linear transmittance is≥70%.
