PROBLEM TO BE SOLVED: To provide a tsunami breakwater which enables savings in cost and time, which reduces locational restrictions, which can surely function, which does endanger an operator, and which suppresses a bad influence on operators lives, industrial activities, a landscape and the habitat of living things. SOLUTION: A buoyancy body 3 is mounted on the water sealing plate of the tsunami breakwater of a type which is constituted as a dam body 2 by continuously erecting the movable water sealing plate 1, in the abnormal case where a rise in water level is predicted; a rotative support part 5 capable of oscillating the water sealing plate in an axially horizontal manner is provided in a position 4 below the water sealing plate; and a gas container 6, which is provided inside the water sealing plate, or a foam 7, which is housed inside the water sealing plate, is used as the buoyancy body which is mounted on the water sealing plate. A water-flow lead-in port 9 for the case of the rise of the water level is provided on the undersurface 8 of the water sealing plate in a state wherein the water sealing plate is flatly placed and housed, or a water sealing plate-erected attitude maintaining device 10 for stabilizing the water sealing plate is provided in a state wherein the water sealing plate is erected.
