PROBLEM TO BE SOLVED: To make it possible to limit the use of a cash card exceeding a limited amount without managing the accumulated amount of using the card.

SOLUTION: A portable terminal 10 stores account information and the limited amount of transaction amounts. An ATM 20 receives the account information and the limited amount from the portable terminal 10. The ATM 20 accepts cash withdrawals and an input of a transaction amount of transfer or the like and determines whether a transaction is possible as to whether the transaction amount exceeds the limited amount received from the portable terminal 10. The ATM 20 performs payment processing when the transaction is determined to be possible.
