<p><P>PROBLEM TO BE SOLVED: To generate an image having many regions of a specific storage color, or coded data, where the deterioration of color reproduction cannot easily stand out in a partial region. <P>SOLUTION: A storage color pixel detection section 300 detects a pixel having a specific storage color in an input image. A storage color ratio calculation section 301 calculates the occupancy ratio of a storage color pixel for each block (tile, precinct).
