QoS SETTING/ISSUING SYSTEM AND METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To provide a QoS setting/issuing system and a method capable of preventing modification and falsification of QoS setting and equal control of a utilization band for each communication terminal by enabling to provide QoS setting information in an IP layer and its issuing process in a classified mode, and to provide a program.

SOLUTION: This system is provided with a QoS setting information storing means for encrypting the QoS to keep the QoS setting secret and setting the QoS as QoS setting information; an interface means for connecting a network to a communication terminal; and a QoS setting/issuing means for issuing a DSCP value for an IP header of a packet to be transmitted from the communication terminal connected to the network on the basis of the QoS setting information stored in the QoS setting information storing means.
