PROBLEM TO BE SOLVED: To provide a portable equivalent arrangement device capable of simply equivalently arranging balls of a ball bearing between an inner ring and an outer ring; and to provide a bearing manufacturing device using it. SOLUTION: This equivalent arrangement device for equivalently arranging a specified number of balls 53 inserted between the inner ring 51 and the outer ring 53 of the ball bearing 50 is provided with: a portable plate 2; a support base 4 erected on the plate 2 and having a holding part for holding the inner ring 51 and the outer ring 52 with the balls 53 put therebetween; and a pectinate tool 5 having an equi-arrangement fitting 15 overlaid on the support base 4, wherein the equi-arrangement fitting 15 has pockets 20 of the same number as that of the balls 53 elongatedly axially formed from the lower end face at equal intervals in the circumferential direction and formed into a comb-like shape, and the lower end face is tilted by using one comb tooth 19a as a base point. The specified number of balls 53 are divided into two and the longest comb tooth 19a within the pectinate tool 5 is inserted into a positioning space S2 formed therebetween.
