PROBLEM TO BE SOLVED: To provide a film developing device that can greatly reduce amounts of respective processing liquids and eliminates the need for liquid management and is made greatly small-sized, wherein a film is made not to move during rotation of a developing reel to stabilize development quality of the film and prevent the film from being misconveyed. SOLUTION: The film developing device is equipped with a developing reel 41 which has a guide portion (film guide groove 412a) guiding the film 2, a developing tank 42 which houses at least a portion of the developing reel 41, a developing reel driving means (developing reel driving section 43) which drives and rotates the developing reel 41 around the reel center axis 413, a processing liquid supply means (liquid supply section 70) which fills the developing tank 42 with processing liquids until an internal end of the guide section is dipped in the processing liquids, and a processing liquid discharging means (liquid discharging section 90) which discharges the respective processing liquids after development processing from the developing reel 41 in order, and the developing reel 41 is equipped with a film fixing means 414 of pressing a tail end part of the film 2 against an outer peripheral edge of a side plate 412 to fix the film.
