PROBLEM TO BE SOLVED: To maintain highly accurate positions of oil passage ends on the cylinder head cover side with a built-in oil control valve for supplying and discharging an operating fluid to and from a variable valve system of an internal combustion engine. SOLUTION: Connecting oil passage parts 18, 20, 22 on the cylinder head cover 2 side are held being integrated with a cylinder head cover body 4 made of resin, on the base part side, and held to a metallic baffle plate 40 on the tip side. The rigidity of the whole cylinder head cover 2 is thereby improved to hardly cause deformation. Even if the cylinder head cover body 4 itself is slightly deformed, influence on the position accuracy of the oil passage ends 18a, 20a, 22a existing on the tip side of the connecting oil passage parts 18, 20, 22 is reduced to maintain high position accuracy. As a result of thus solving the problem, smooth supply and discharge of the operating fluid can be performed to and from the variable valve mechanism, and a leakage of the operating fluid from an abutting surface can be prevented to maintain smooth driving of the variable valve mechanism.
