PROBLEM TO BE SOLVED: To improve thermal insulation performance, flame retardant performance and sound absorbing performance of a building by forming a thermal insulation material under a floor or behind a ceiling of the building by a special means using an industrial waste material, by which pollution is prevented. SOLUTION: The insulation material 6 having a height of 200 to 300 mm is formed under the floor or in a space 4 behind the ceiling 3 by blowing a crushed material 5, being a flame retardant polyurethane waste material crushed into the size of 10 to 30 mm, under the floor or behind the ceiling 3 of the building 1 by a blowing machine, so that thermal insulation performance, flame retardant performance and sound absorbing performance of the building 1 may be improved.
