<P>PROBLEM TO BE SOLVED: To satisfactorily read a new printed image formed on a paper when reusing the paper, by improving decolorization of a toner image formed on the paper to be reused. <P>SOLUTION: An amount of toner caused to adhere to a photoreceptor drum by a developing device is controlled to ≤0.75 mg/cm<SP>2</SP>, so that an image density becomes to ≤0.2 after a toner image is transferred and fixed to a paper P and then is decolorized by a decolorizer in order to reuse the paper P.
