PROBLEM TO BE SOLVED: To eliminate an oxide skin on an electrode surface when connecting a charge and discharge device to an electrode for an electric double layer capacitor cell. SOLUTION: Electrodes 14 and 16 of a cell 10 are supported by a support plate 46 and a connector 44 connected to the charge and discharge device as if they are sandwiched on both sides by the latter. The connector 44 is fixed to a connector frame 48, and the connector frame 48 is connected to a guide rod 60. By moving the guide rod 60 from side to side, the whole connector 44 is slid in a direction along the surface of the electrodes 14 and 16, thus rubbing against the surface.
