PROBLEM TO BE SOLVED: To shorten a period necessary for estimating frequency offset by improving frequency offset estimation technique. SOLUTION: A radio equipment 22 carries out communication with a terminal equipment 10, to which a channel in a radio network has been allocated. For that purpose, the radio equipment 22 has the modulation and demodulation function etc. A controller 24 has a call control function, with respect to a channel in the radio equipment 22. Namely, the controller 24 connects the channel in the radio equipment 22 and a channel in a public network 14. On the occasion of handover, based on stored offset values of radio equipment, the controller 24 calculates an offset value between equipments, and by making an offset value of a switchover origin reflect on this offset value, leads out the offset value of a switchover destination.
