SOLUTION: The charged particle is taken in the stable closed circling orbit 5 by generating a perturbation thereon through the perturbation equipment 1. The charged particle is actively accelerated by using a high frequency acceleration cavity 3 after a betatron vibration of the particle becomes small and the charged particle starts orbiting the stable closed circling orbit 5.
