PROBLEM TO BE SOLVED: To provide a recording medium discriminating device and the like which can speedily check the content of moving images being currently recorded. SOLUTION: When recording the moving images in a recording medium 13 which is a 1st recording medium, recording time information is recorded in a recording medium 16 which is a 2nd recording medium. When discriminating a recording medium, the recording medium is discriminated by extracting the recording time information from a signal reproduced from the recording medium 13 and comparing the time recording information with that held in the recording medium 16. Moreover, when recording the moving images in the recording medium 13, positional information showing a position where the moving images are recorded in the recording medium 13 is recorded in the recording medium 16. When discriminating the recording medium, the recording medium can surely be discriminated by extracting the positional information from the signal reproduced from the recording medium 13 and comparing the signal with the positional information held in the recording medium 16.
