PROBLEM TO BE SOLVED: To provide an automatic placement and routing device that can automatically insert additional power wires into a space area wirable after signal line routing. SOLUTION: A wirable space area 30 is identified in a layout after a series of routing processes. Whether or not the space area 30 includes connectable routed power wires is checked, and power wires are inserted into the space area 30 without manual work such that, if any wires are included, the insertion is made direct, or if no wires are included, the insertion is made after routed signal lines are moved to make routed power wires included.
