<P>PROBLEM TO BE SOLVED: To provide a means of controlling a flat band potential of a semiconductor material of a functional element, to provide a functional element, in particular, an electrochromic element manufactured by such a control means, and to provide an optical element using the electrochromic element and a photographing unit having the optical element. <P>SOLUTION: The functional element contains a compound having one or more lone pair of electron, the compound substantially not undergoing oxidation reduction reaction and being added to the semiconductor material to vary the flat band potential thereof to a base.
