PROBLEM TO BE SOLVED: To provide a decoder verification apparatus capable of verifying an image encoding and decoding apparatus whose performance is inferior to that of a reference apparatus.

SOLUTION: A decoder verification apparatus 100 for comparing results of decoding video data by a Ref decoder 102 and decoding the video data by a Tg decoder 108 for carrying out the verification includes: a Ref frame memory 103 for storing a first frame image sequentially decoded by the Ref decoder 102; a Tg frame memory 109 for storing a second frame image sequentially decoded by the Tg decoder 108; and a comparison frame control section 104 that records storage times of the first and second frame images, calculates a time difference between the storage time of the second frame image and the storage time of the first frame image stored in a time zone close to the storage time of the second frame image, and discriminates the second frame image to be a verification acceptance image when the time difference is within a permissible time difference.
