PROBLEM TO BE SOLVED: To provide a method for generating oxygen and hydrogen, which does not cause clogging for a long period of time, prevents the increase of a running cost and removes even fine sludge. SOLUTION: The method for generating oxygen and hydrogen by electrolyzing an electrolytic solution 2 in an electrolysis cell 6 comprises the steps of: extracting the sludge of magnetic ferrite, which is produced through the elution of an electrode plate in the electrolysis cell 6 during electrolysis, together with the electrolytic solution 2 from the electrolysis cell 6; and then removing the sludge from the electrolytic solution 2 by adsorbing it with a magnetic filter 17.
