PROBLEM TO BE SOLVED: To enable easy confirmation of a user account having not been accessed over a certain period in regard to the user account to which an access is permitted. SOLUTION: A central processing section 5 acquires a reference period from a data storage area 11 for managing user accounts, acquires the entire user account data from an user account data storage area 12, and acquires an access history data, i.e. date information on which the data for each user account data is accessed, from a database access log storage area 13. Based on the comparison between the access history data of accessing the above data for each user account data and the above reference period, the central processing section 5 extracts an unused user account which has not been used for a certain period from the entire user account data, and stores into an unused user account data storage unit 3.
