PROBLEM TO BE SOLVED: To enhance reliability of generated traffic information in a probe car system for generating the traffic information by using information collected by a probe car.

SOLUTION: A road specification part 44 and a route determination part 45 generate traveling path data where each vehicle of probe cars has passed by using probe data collected from probe data collection devices 21A to 21N. A probe car mounting ratio determination part 55 determines which to give priority probe traffic information or VICS traffic information according to the probe car mounting ratio. A traffic information determination zone decision part 57 changes a traffic information determination zone according to result of the above determination. When the probe car mounting ratio is equal to or larger than a predetermined value, a traffic information generation part 58 gives priority to the probe traffic information and when the probe car mounting ratio is less than the predetermined value, the traffic information generation part 58 gives priority to the VICS traffic information and uses other traffic information complementarily and generates traffic information including degree of traffic jam in the traffic information determination zone and traveling time and the like.
