PROBLEM TO BE SOLVED: To provide a monitoring system for effectively monitoring a monitoring target area. SOLUTION: A monitoring device 1 is provided with an image pickup means 11 for imaging an image in the monitoring target area, an input image change detection means 15 for detecting the change of the imaged image, first image-transmission means 12, 13, 16, and 17 for transmitting an image of first image quality to a monitoring terminal device 2 in a state of not detecting the change of the image, second image-transmission means 12, 14, 16, and 17 for transmitting an image of second image quality having higher image quality compared with the first image quality to the monitoring terminal device 2 in a state of detecting the change of the image, a communication means 16 for adding priority to the image to be transmitted, an image quality adjustment means 18 for adjusting the image quality of the image to be transmitted on the basis of the priority, and an image dividing means 19 for preparing divided images by dividing the image. The monitoring terminal device 2 is provided with an image reception means for receiving the image from the monitoring device 1, and an image display means for displaying the received image.
